Rift Policy Mayor Shinpoch noted City policy in event laying-off of personnel is necessary, which would comply with the Civil Service Rules for uniformed personnel and abide by the 21R contract base. on seniority. The Mayor noted personnel not covered by the policy would be union-exempt management and the Administration wo ld make the decision based on City need. AUDIENCE COMMENT Taxi Cab Doretha E. Rood, President of OK Cab Inc. , inquired why the Zones number of taxi cab stands was decreased. Mayor Shinpoch noted the council stands by previous action of reduction in taxi cab zones. Charles Johnson, OK Cab, requested council allow parking for cabs when not use (breaks, lunch) in the downtown area and that yellow markings be made more prominent to discourage parking by other automobiles. Mayor Shinpoch noted she would check on the cab stall markings. E. 44th Street SUMMARY OF REQUEST: The applicant seeks a rezone of the subject site from G-9600 to B-1 for future commercial development. SUMMARY OF Planning Department: Approval subject to conditions. RECOMMENDATION: Hearing Examiner: Approval subject to conditions. PLANNING DEPARTMENT The Planning Department preliminary report was received by REPORT: the Examiner on April 2, 1980. PUBLIC HEARING: After reviewing the Planning Department report, examining available information on file with the application, and field checking the property and surrounding area, the Examiner conducted a public hearing on the subject as follows: The hearing was opened on April 8, 1980 at 10:35 in the Council Chambers of the Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner. The Examiner confirmed with Steve Munson, Planning Department, that he is no relation to E. L. Munson, owner of record of the subject site. It was reported that the Hearing Examiner and the applicant had received and reviewed the Planning Department preliminary report. Steve Munson, Planning Department, reviewed the Planning Department report and entered the following exhibits into the record: Exhibit #1 - Application File including staff report and other pertinent documents Exhibit #2 - Land use map as submitted by applicant showing subject site and surrounding property. (This map is based on King County Assessor's base map.) Exhibit #3 - Survey as submitted by applicant Exhibit #4 - Contour map as submitted by applicant Exhibit #5 - Letter from Mike Creegan Munson stated that the rezoning will not directly affect the site. He also made reference to the fact that L-2 of the Planning Department report should read "apart- ments" instead of "condominiums." The Examiner asked for testimony from the applicant or his representative. Responding was: Tom Barghausen Cavness Engineers, Inc. 201 South Division, Suite B Auburn, WA 98002 Mr. Barghausen stated that he supported the basic premise of the planning staff recom- mendations but was concerned with Condition 3 under Section M, Departmental Recommenda- tions, which requests reservation of a 50 •foot wide landscaping strip in the form of easement along the southern boundary of the property to include the planting of evergreen trees. He explained that it was his understanding that no building permits were to be issued or improvements to the property be made until approval of the design plans by the Examiner but felt that the wording of M-3 indicated the planting of evergreen trees to be a condition necessary to rezoning. • R-020-80 Pag Two Barghausen pointed out what he felt to be errors or misinterpretation regardi g the topography as described in D-1 and L-3 of Planning Department report. He sta ed that when I-405 was constructed the plateau area was used as a borrow pit and that exhibit 4, consisting of a field topography prepared by his firm, indicates that the pla eau has been substantially removed and that the steeper places are in confined areas, that there is now a draw through the center of the site and a very flat plateau-like are- on the north 50-60% of the site. This will. easier facilitate a comprehensive gradin• plan for development of the site, he contends. Mr. Barghausen said it was his understanding that to get rezone approval, the applicant would be required to prove there ,is substantial evidence that was not• specifi ally considered at the last land use analysis and that authorized public improveme is or permitted private developments affecting the property have undergone change - d that the property has potential for rezoning in conformance with the Comprehensive 'Ian. Mr. Barghausen contends that in 1965 utilities were not present and I-405 was lot present and that rezoning is now compatible with the present proposals for la • use to the west and north of the site. Mr. Barghausen pointed out that access is important to a commercial site and at the property in question has direct access to on-off ramps for I-405 and that he els 90% of the traffic would be accessing directly to the freeway. He urged the E aminer to consider these changes to the area since the 1964 annexation. The Examiner stated that he has some concern regarding access to the site itse f noting he is aware of an 1-405 exit ramp north of the site, but that the road outside the site seemed substandard. He asked for comment on that. Mr. Barghausen stated that he expects any intense development of the site unde a B-1 classification would involve improvements to the unusual configuration of Linc•ln Avenue to the east in the form of re-alignment of the road or widening of the -treet. He said he is sure these things would be taken into consideration at the time .f site plan review. The Examiner asked for further testimony in support or opposition. to the appli ation. Responding was: Charles Reynolds 8425 - 105th Avenue S. E. Renton, WA 98055 Mr. Reynolds stated that his property is immediately south of the proposed sit- and out of the City limits. He understands that the City might recommend an annexatio and subsequently rezone property immediately adjacent to it to multi-family 'zoning. Mr. Clemens, Planning Department, replied that the Comprehensive Plan indicate- three uses in the May Creek drainage area. The applicant's proposal .is for the red =rea on Exhibit Map No. 2 to be zoned B-1. He stated that the Comprehensive Plan then shows a buffer or ' transition to multiple family and then finally single family beyond that. He said thatoif the applicant's site is developed under B-1, it is possible th=t some areas to its south and east could eventually be rezoned and developed into multi- family areas. The Examiner asked if Mr. Reynolds' house is the one on top of the hill immedi=tely adjacent to the property. Mr. Reynolds affirmed that it was. Asking the Examiner for permission to respond with neutral comments was: Marilyn Ayres 3429 Lincoln Drive N. E. • Renton, WA 98055 Ms. Ayres stated that her property lies approximately six blocks to the `south .f the subject site. She quoted the Justification for Rezoning Application submitted to the. City of Renton, point No. 2, Existing Land Use, as stating that there has been no new residential construction in the area in the past several years. Then referrin• to the map on the back of that page, she indicated that along 110th Pl. S. E., which i- in the county, there has been one new home built south of 36th and a short plat, whic is in the City limits, consisting of four new homes directly south on the curve of 110th P1. S.E. which becomes 114th. She stated there is also another home on Lincoln Avenue -pproximately two blocks sorth of the subject site. R-020-80 Page Three Ms. Ayres said she wants the City to be aware of the necessity for increased fire pro- tection with the increase of land use. She stated she has no opposition to the rezoning of the subject site. The Examiner asked for further testimony from the applicant or his representative. Mr. Munson wanted to clarify the statement in the Applicant's Justification for Rezoning regarding no new single family residences. He said the statement was in reference to the immediate area for which rezoning to B-1 is requested and that in that area along the freeway near the interchange there has been no residential construction. In reference to the buffering on the south side of the property, Mr. Barghausen pointed out that there is already a 60 foot (possibly 80 foot) right of way along the south side. He believes this was done in trade by Mr. Munson(owner) for the straightening of the configuration of Lincoln Avenue. He continued to say that an additional buffer requirement of 50 feet would create a minimum of 110 feet of separation of structures from the proposed development. to the south side. The Examiner asked Mr. Barghausen if he objected to the additional 50 feet of buffering. Mr. Barghausen replied that he did not. The Examiner asked for further testimony or for comments from the Planning Department. Mr. Munson of the Planning Department wished to clarify that the additional planting referred to in M-3 of the report is intended to mean the planting be done at the time of development. There being no further testimony in support or opposition of the application, the Examiner stated that his decision would be issued in 21 days if there was no objection to that waiting period. There was none. The hearing regarding File No. R-020-80 was closed by the Examiner at 10:50 a.m. FINDINGS, CONCLUSIONS & RECOMMENDATIONS: Having reviewed the record in this matter, the Examiner now makes and enters the following: FINDINGS: 1. The request is for approval of a reclassification of +5.4 acres of property from G-9600 (General; Single Family Residential; minimum lot size - 9,600 sq. ft.) to B-1 (Business/Commercial) . 2. The application file containing the application, SEPA documentation, the Planning Department report, and other pertinent documents was entered into the record as Exhibit #1. 3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental Policy Act of 1971, R.C.W. 43.21.C. , as amended, a Declaration of Non-Significance has been issued for the subject proposal by Gordon Y. Ericksen, responsible official. 4. Plans for the proposal have been reviewed by all city departments affected by the impact of this development. 5. There was no opposition to the proposal expressed. 6. All existing utilities are available and in close proximity. 7. The proposal is compatible with the required setbacks, lot coverage and height requirements of Section 4-711 (B-1) of Title IV, Ordinance No. 1628, Code of General Ordinances. 8. The subject property is located on the west side of Lincoln Avenue N. E. between N.E. 40th and N.E. 44th Streets. The topography of the site is complex. The sur- face of the site was disturbed by the construction of I-405 when material was removed from the site. There is a knoll on the north end of the site and a draw running through the center of the site. The south side of the site is generally higher than the north end of the site. 9. The site is undeveloped and is densely covered with undergrowth consisting of blackberries and brambles and there are scattered Douglas fir and alder on the site. R-020-80 Page Four 10. The site was annexed into the city in 1964 and the current zone classification, G-9600, was applied at that time. 11. The applicant proposes reclassifying the subject from its present designat'on of G-9600 to B-1 in order to develop commercial uses on the site. 12. The Comprehensive Plan designates the area in which the subject site is lo•ated as suitable for commercial uses. The Comprehensive Plan also designates the .rea in the vicinity of the south end of the subject site for low density multifa ly housing to serve as a buffer between commercial and single family use in the area. 13. The area north of the subject site is currently undergoing considerable development. Northeast of the site a large apartment complex is being developed in what is King County. Grading and filling is being pursued north of the subject site. A relatively new warehousing complex is northwest of the subject site. Sou i and east of the subject site are predominantly large scattered site single family u• es. There is also some new single family development occuring to the south. 14. The zoning in the area consists of residential and commercial districts cl•:ssified G-9600 and RS-9600 (King County equivalent of G-9600) and B-1. The commer ial zoning is concentrated along I-405 to the north and west of the subject si e. The residential zoning is located south and east of the subject site. 15. There are single family uses adjacent to the site both directly south of t e subject site and across from the site to the east. The Planning Department has re ommended that the single family use to the south be buffered by a 50 foot easement •f natural vegetation and that the actual site development plans be subject to review by the Examiner prior to the clearing and grading of the site. The applicant had no objection .to these requirements. 16. Lincoln Avenue N.E. in the vicinity of the subject property is not develop-d to the standards necessary to provide. access to a commercial use on the subject s'te and adequate access is a necessary incident to development. CONCLUSIONS: 1. The proponent of a rezone must demonstrate that the request is in the publi interest and will not impair the public health, safety and welfare, in addition to ompliance with at least one of the three criteria listed in Section 4-3010 which pro ides in part that: a. The subject site has not been considered in a previous area wide rezo e or land use analysis; or b. The subject site is potentially designated for the new classification •er the Comprehensive Plan; or c. There has been material and substantial change in the circumstances i the area in which the subject site is located since the last rezoning action. The applicant has demonstrated that the necessary criteria have been met .o permit the reclassification of the subject property. 2. The Comprehensive Plan indicates that the area in which the subject property is located is suitable for the development of commercial uses which the prop.sed reclassification to B-1 would permit. While the Comprehensive Plan also .ppears to designate the area in the vicinity of the south end of the subject site f.r low density multifamily as a buffer for the southerly single family uses, the proposed 50 foot greenbelt buffer will serve that purpose equally well if not bett:r. 3. The zoning north of the subject site is also B-1 and therefore the reclassification would be compatible with this adjacent zoning. As indicated above, the •reenbelt buffer on the south side of the subject site will effectively screen thos- areas to the south which are zoned G-9600 and are currently developed with single amily uses and,therefore, the B-1 zoning will be compatible with the G-9600 zone to he south. 4. The applicant has also demonstrated that the area is indeed undergoing a changed and increased pattern of development. There is. grading and filling occurin• to the north and the development of a large apartment complex to the northeast. I-405 and utilities have been constructed since the area was annexed in 1964. commercial uses in the form of warehouses and garages have been developed just north of the subject site. • . In order to facilitate the development of the subject site with its complex topography and surrounding single family uses in a manner which will not prove harmful to the public health, safety and welfare, the final design plans should be subject to review by the Hearing Examiner at a public hearing. In order to further protect and enhance the public welfare, no grading or clearing of the subject site should occur prior to the approval of the design plans by the Examiner. 6. The applicant should remain aware that Lincoln Avenue N.E. in the vicinity of the site is currently not developed to city standards for right of ways serving commer- cial uses, and development of the site would depend on adequate access. RECOMMENDATIONS: The City Council should approve the proposed reclassification of the subject site from G-9600 to B-1 subject to the following: 1. The creation of a 50 foot greenbelt easement along the south property line; 2. No grading or clearing of the subject site prior to approval of the final design plans by the Hearing Examiner; and 3. City of Renton Fire Department . L . PLANNING DEPA TNENT (ANALYSIS: 1 . The proposed rezone to B-1 is consistent with the Comprehensive. Plan land use designation of commercial for the subject site and surrounding areas . 2 . Development of the area in the past has been limited by the availability of both sewer and water facilities . At the present time a new line has been constructed into this area thus allowing the general vicinity to develop . Several fill and grade permits have been issued to the north of the subject site to allow development of similar commercial facilities . To the northeast of the site a major condominium project is under construction in King County. 3 . The topography of the subject site varies greatly. The middle area is a plateau and the northern and southern portions of the site slope between 10-50% . PLANNING DEPARTMENT PRELIMINARY REPORT TO THE HEARING EXAMINER LYLE PICKLE , R-020-80 APRIL 8, 1980 PAGE FOUR This would suggest that there would be significant problems with the actual development of the site into commercial uses . Generally commercial uses require a fairly level site , substantial amounts of fill and grading appear to be a prerequisite of development of the site . However , development could be arranged in several plateaus . But because of the limited size of the site (5 acres ) it would probably not be applicable if the site was to be developed into one local shopping center . The topographic feature alone suggests that further site plan review should be conducted by the City prior to the actual construction of the development . 4 . \ The present land uses in the area are primarily single / family residential on large lots . The natural vegetation , has been retained in most of the area and suggests a very forest-like development . Development is happening rapidly to the north and the availability of water and sewer suggests the site may be totally developable as commercial property . There should be some concern expressed ' for the buffering of the large lot single family residential to the south and east. The Renton Comprehensive Plan calls for a buffer strip of medium density multiple family residential along the southern boundaries of this ' property . However , until that is developed the commercial would abut directly upon established single family residential . Therefore it would seem valid that a buffer strip of natural vegetation supplemented with additional evergreen planting be required along the ( southern 50 ' of the property . The western boundary of the property is adjacent to established commercial , and light industrial uses . Some of those uses are probably ' transitional in nature and the total area becomes more commercialized . 5 . \ The site is located at the extreme north end of the ,May Creek Valley , which is designated as a conservancy environment by the Renton Shoreline Master Program . ,The site is located 3'50+ feet from May Creek , and thus .beyond the 200 foot shoreline development zone . Sensi- tivity should be followed in assuring compatibility of this rezoning to future low intensity uses along May Creek . 6 . .The applicant ' s justification for the rezone application is attached. 7 . - Items L-1 , L-2 , and L-5 appear to provide ample justifica- tion for a rezone given the criteria outlined in Sections 4-3014 (A) ( 1) and 4-3014 (A ) (3 ) of the Land Use Hearing Examiner Ordinance . M . DEPARTMENTAL RECOMMENDATIONS: Based upon the above analysis , it is recommended that the request for rezone , File No . Location The subject property is located in the NE 1/4 Section 32 , Township 24 North , Range 5 East , W.M. The Sub- ject parcel is more particularly described as Lots 5 and 8 of Block 2 and Lots 1 and 2 of Block 3 of C .D. Hillman ' s Lake Washington Garden of Eden, Division #7 together with vacated City street ; less the south 40 feet . The subject parcel is located in the southeast quadrant of interchange number 7 of Interstate 405 . Access to the property is from Lincoln Avenue NE bounding the east prop- erty line of the site . II . Existing Land Use During construction of I-405 , the sub- ject parcel was used as a borrow site and a large portion of a knob was removed. The site is not now developed and is covered by a young growth of native trees and brush. Surrounding land uses include single-family residential , light industrial , and storage garage . An apartment complex is currently under construction immediately north of the site . A motel is proposed for development at the off-ramp of the I-405 interchange within 500 feet of the site . (See Land Use Map ) . Most of the existing residences in the area are older homes situated on _larger lots with considerable separation between residences . Most of the land between residences is undeveloped or used as pasture orchards , etc . As mentioned above , more recent develop- ments are progressing in the direction of high density housing, industrial or commercial activities . There has been no new residential construction in this area in the past several years . III . Public Access and Utilities Because of the close proxi- mity of Interstate 405 and the interchange located just north of the subject site , access to the property is ideal . No traffic hazards or conflicts are anticipated to occur due to approval of the rezone to B-1 . "90%" of the expected traffic volume will be directly to and from the freeway , resulting in negligible impact on surrounding areas . Both public water and sanitary sewer facilities are avail- able adjacent to the site . A 16 inch water line exists along the south boundary of the parcel , and the May Creek Sanitary Sewer Interceptor is adjacent to the northwest corner of the site (See Land Use Map ) . The construction of these utilities has provided the needed services to support any of the activities permitted under B-1 zoning regulations . These utilities were installed fairly recently, and generally represent the beginning of more intensive development . IV. Compatability of Proposed Use Current zoning of the sub- ject parcel is R-1 , although the Comprehensive Land Use Plan a. s Page -2- for the City of Renton permits this area to be ultimately zoned to B-1 . Development trends in the immediate vic- inity include an apartment complex and proposed motel as well as an existing light industrial building and a storage garage . These existing and proposed uses would be compatible with the uses permitted under B-1 zoning . Possible usages of the subject site may include multi-family residential , shopping center, medical center or business plazas . These activities would be compatible with existing and planned developments , and in addition, existing utility and transportation facilities are more than adequate to support these types of activities . The proximity of the site to 1-405 does not support a residential development on this parcel . Aesthetic ' s , noise levels and topography would result in a low quality residential area . V. Conclusions We are of the opinion that circumstances have significantly changed in the surrounding area to support the rezone to B-1 . DESCRIPTION: The subject parcel is currently zoned R-1 although the Comprehensive Land Use plan for the City of Renton provides for ultimate zoning of B-1 . Although exact usage of the subject parcel has not been defined as yet , • the developer is requesting a rezone of the property to B-1 in conformance to City of Renton ' s comprehensive land use plan. This zoning classification provides for diversified uses ranging from single and multiple family residences to shopping centers and business plazas . Exact usage of the parcel will be defined following approval of the rezone to B-1 and analysis of feasibility with respect to economic and environmental factors associated with each potential use . For purposes of completing this environmental checklist , the most restrictive use of multiple dwellings will be used to identify the social , environmental and economic impacts to the area surrounding the subject parcel . Within the impact area surrounding the subject parcel , development and zoning has progressed in conformance with the City of Renton ' s Comprehensive Land Use Plan. Existing usage in the area includes a proposed motel as well as apartments . Currently there are no single family developments located in the immediate area. 7 . LOCATION: The project site lies on the west side of Lincoln Avenue Northeast and extends north from Northeast 40th Street approximately 783 feet . During construction of Interstate 405 , the site was used extensively as a borrow site . During this borrow activity, a large portion of a small hill was removed for roadway embankment . The site is now sparsely covered with native grasses , brush and young trees . ii . ENVIRONMENTAL IMPACTS 1 . EARTH: Construction of the parking lot and foundations may create some small temporary unstable earth condition, but the finished parking lot and buildings would contain no unstable earth conditions . Construction would necessitate some disrup- tions , displacements , compaction and overcovering of the soils, but cuts and fills will be kept to a minimum and eleva- tions will be designed to fit the existing topography. The changes will be kept to the upper soil layers and will not affect the adjacent property. There will be a temporary increase in the likelihood of both wind and water erosion of soils due to the uncovering of earth in construction. Since this project site is relatively flat , and there is no history of heavy winds in this area, erosion can be kept to a minimum even in periods of heavy construction activity . Temporary measures will be taken to ensure that no sil-laden storm water 'is released off-site during this susceptible construction period. 2 . AIR: Heavy equipment used to build roads and utilities will emit the usual products of internal combustion engines . This diesel exhaust may be darker at times than gasoline exhaust , and more noticeable . The odor of this diesel exhause may be considered objectionable but it should disperse before it can bother any neighboring residents . 3 . WATER: The change from gravel and brush to paved parking areas , rooftops and lawn areas will modify the absorption rates and drainage patterns somewhat . The total runoff will be kept the same as for undeveloped land by construction of a total integrated storm collection and detention system to City of Renton standards . -1- II . ENVIRONMENTAL IN- CTS (continued) Since flood waters now sheet flow unrestricted across this property there will be a .slight alteration of their course . Water will be collected' in the parking areas and divered to the City of Renton storm water system. The use of city water and sewer systems will eliminate the most obvious withdrawl and addition problems to the groundwater since no wells or septic drainfields will be needed. 4. FLORA: This project will reduce the number of native plants , introduce decorative shrubs and form a barrier to the replen- ishment of the original brush. No rare or endangered species of flora are known to grown on this land, but any that are discovered will be preserved. 5 . FAUNA: No large animals are known to inhabit this property but some small animals such as squirrels and moles will have to relocate to the undeveloped area surrounding this project . No unique , rare or endangered species are known to inhabit this property but if any are discovered, steps will be taken to ensure their survival . No known species use this area for migration. 6 . NOISE: It is not anticipated that noise levels will create an adverse impact in the area. This is due to the lack of critical noise receptors adjacent to the site as well as the site location with respect to Interstate 405 and its accompany- iny high noise levels . Noise levels will be highest during construction of the proposed project but again this will be mitigated by the close proximity of the interstate . It is not anticipated that the completed project would create noise levels in excess of the standards established by the City of Renton building regulations for any of the permitted usages for B-1 zoning . 7 . LIGHT AND GLARE : This project would increase light and glare in the area, especially if multi-story buildings are erected. However, the increase is not anticipated to create an objection- able effect on the impact area and will be similar to the existing light and glare from the City of Renton. 8 . LAND USE: The existing parcel is currently zoned R-1 , however, the City of Renton Comprehensive Land Use Plan indicates this area to be zoned B-1 . Development and zoning trends in surround° ing areas have been in conformance with the City of Renton Land Use Plan. Existing developments in the area include a proposed motel and existing apartments . Currently the subject parcel is vacant with a sparse covering of native grasses , brush and young trees . The site was used during the construction of Interstate 405 as a borrow area. The proposed rezone to B-1 will provide incentive for reclamation of the subject parcel and open way for a development compatible with surrounding land uses . 9 . NATURAL RESOURCES : Except for the relatively small amount of fuel and material used to build this development , there will be no depletion of nonrenewable natural resources. As the use of natural resources is indirect proportion to the population, this project will relocate some of the existing consumption to this area. 10 . RISK OF UPSET: This project does not plan to use any unusual materials, equipment , fuels, or techniques in construction so risk of explosion or oil release , while possible , is very remote . 11 . POPULATION: Depending upon the usage selected for the subject parcel , population of the area could be significantly affected. -2- I I . ENVIRONMENTAL IPi,_ ;CTS CONTINUED Business or shopping center developments would not directly affect the population of the area although such developments may encourage residential growth elsewhere in the surrounding area. If the parcel should be developed as a multi-family residential district a maximum of 270 dwelling units could be constructed on the site . 12 . HOUSING: If the subject site is developed as a multi-family residential district under B-1 zoning restrictions, a maximum of 270 dwelling units could be constructed on the parcel . These would provide additional housing for the rapidly expanding population of this area. Development of the parcel as a shopping center or business plaza would not directly affect the housing within the area but the avail- ability of goods or services provided by this type of develop- ment may encourage housing developments in surrounding locations . 13 . TRANSPORTATION/CIRCULATION: Because of the close proximity of Interstate 405 and interchange , traffic is not anticipated to create a detrimental offset on the circulation of traffic , traffic patterns, or the movement of goods. The largest traffic generation would be anticipated from the development of the site to multi-family residences. This type of devel- opment would be expected to generate approximately 1350 additional vehicles per day. This traffic would primarily be directed to Interstate 405 via Lincoln Avenue Northeast . During development of the subject parcel , improvements would be made to both Lincoln Avenue Northeast bounding the site on the east and Northeast 40th Street on the south. These roadway improvements as well as site access locations would be developed to City of. Renton standards to create a safe and efficient transportation facility capable of carrying the increase in traffic generated by the proposed development . Adequate on-site parking would be provided in accordance with City of Renton standards for any of the several devel- opment alternatives allowed for B=1 zoning. During the project development design phase , plans for roadway improvements as well as parking facilities would be coordinated with the City of Renton to insure an overall ' system compatible with long range transportation system planning and goals . 14. PUBLIC SERVICES : This proposal will increase the need for all the above-mentioned public service agencies as well as the postal service, and to a lesser extent the many other governmental departments serving this area. Since these services are now available in the adjoining developments and since modern paved roads will serve this area, the agencies involved should have little trouble serving the development and the increased tax base should result in a general upgrading for all concerned. 15 . ENERGY: Since energy use, like use of natural resources, is dependent on population, this proposal will relocate some of the energy users to this area. Neither the construction nor the finished project will use unusual amounts of fuel or energy. Existing sources of energy will be used. 16 . UTILITIES : Electric power, telephone, water and sewer are available . These utilities will be able to serve this develop- ment with little alteration. A comprehensive storm water drainage system for this development will be constructed to City of Renton standards . 17. HUMAN HEALTH: The addition of population to an area would by itself increase the health hazards; however, it is not antici- pated that any unusual health hazards will be created by or inflicted upon either the workmen constructing this project ar those who will use the proposed development . AESTHETICS : Development of the subject site would include landscaping to provide an aesthetically pleasing project . RECREATION: New residents will take advantage of the existing nearby recreational opportunities. Their support should result in an upgrading of such facilities in this area. The project site is not now being used as a recreational facility so development should have no impact in this regard. 20.
