The responses to bidder inquiries, unless incorporated into a formal addendum to the contract, are not
part of the contract and are provided for the bidders’ convenience only. The responses may be
considered along with all other information furnished to prospective bidders for the purpose of bidding
on the project. The use of information provided in the responses o bidder inquires is not to be construed
in any way as a waiver of the provisions nor excuse the contra tor from full compliance with the contract
requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary
response previously given and any such subsequent response of addenda should be taken into
consideration when submitting a bid for the project.
Questions and Answers No. 4
1. Question: On the sanitary sewer plan page 120 shows water & sewer utility clearances, and which
materials to use. On the below example with the 6” water close to the 8” SS line. Do we use 8”
C900 per note 2 below, or 8” ductile iron per the detail on plan page 120? Do we use this pipe for
the whole 281 ft run, or just a certain footage before and after the 6” water line? Or do we still
just use SDR35 PVC for the 281 ft run?
Answer: Please use C900 PVC for sewer mains less than or equal to 12‐inch that cannot meet
minimum clearance from water mains. For sewer mains greater than 12‐inch please use DI.
Do not change materials between manholes. If C900 or DI is needed due to a water main crossing,
it needs to be used the entire length of that run. Sheet 120 “Water & Sewer Utility Clearances”
detail has been updated to reflect this and will be issued with Addendum 4. Utility profiles have
been reviewed for pipe profile clearances and any revised drainage/sewer/water profile sheets
clarifying clearances will be issued with Addendum 4. Please note that one run of 18” SD
Polypropylene will need to be revised to 18” SD DIP per the revised clearance detail, see updated
sheet 82 in Addendum 4.

2. Question: There are discrepancies with the bid form and the quantities shown in plans. Please
reconfirm the quantities for the following bid items below.

Addendum 3 were bid items D19, D21, D23, D27, D34, D38, and D41. (These were the bid numbers

3. Question: I'm working on a CIPP quote for this project, but the quantities on the bid form do not
line up with the plans. On the bid form, item C13 is for 1910 LF of 12" CIPP. I do not see any 8"
CIPP listed on the bid form. In the plans, I found 12 segments of CIPP listed ‐ 1 is 12", 424 LF. The
other 11 segments are 8" for a total of 1935 LF. Can you please clarify which is correct?
Answer: 8” CIPP 2040 LF
12” CIPP 450 LF
Bid form will be updated to include 8” CIPP and revised quantities for 8” CIPP and 12” CIPP will be
issued with Addendum 4.
4. Question: The below is the spec for the watermain flanged bolts. Stainless Steel bolts are not A‐
307 / A‐307 bolts are carbon steel, not stainless steel. Do you want 316 stainless steel (ASTM
F593) flange bolts, or carbon steel (A‐307 grade A) flange bolts?
Answer: For flanged fittings, the City water utility will accept both carbon steel bolts and nuts (A‐
307) and stainless steel bolts and nuts (316SS).
5. Question: Bid item A72 is Bioretention Planter with a qty of 800 square feet. While we would not
create/build (or bid) the bioretention planter, we would supply the bioretention soil media (bid
item A77) since we would be installing plant material in the bioretention areas.
I’ve measured the areas where bioretention soil media is to be installed and I’m coming up with
over 3,000 square feet. Unless I’m missing something, the 800 square feet for bioretention
planter is too low. Installing 190 CY of bioretention soil media (A77) at an 18” depth would cover
over 3,400 square feet.
Answer: Bid item A72 Bioretention Planter measurement shall be per LS. Updated bid proposal
and specs for unit revision to LS will be included in Addendum 4. For measurement and payment,
see special provision sections 7‐10.4 Measurement and 7‐10.5 Payment and Bioretention cell
details sheet 104.
6. Question: In review of addendum 2, plans sheets 251, 253, and 254 were replaced with revised
sheets showing the 4’x6’ tree grates and their locations. However, there seems to be a conflict as
the one tree grate identified on plan sheet 251 is actually part of a Filtera Unit as defined on plan
sheet 239. The bid item for the tree grates is A157 for a qty of 3. When you include the tree grate
that has been incorrectly identified on revised plan sheet 251, you have identified 4 locations for
tree grates. I have found 3 tree grates in total on plan sheet 241 (1) and 242 (2).

Answer: 3 tree grates total for the project is correct. Sheet 251 will be updated to remove the
tree grate note from the filterra unit. Updated sheet 251 will be included in Addendum 4.
7. Question: I had a question about the Schedule D Scope of work in particular to the 4” PSE Fiber
Conduit sheets 154‐159. I don’t see that item on the bid schedule anywhere. I have come up with
right around 2220 L/F of the 4” PSE Fiber.
Answer: This quantity was originally included in item D17 Install 4” Diameter Conduit – PSE
Power. For clarity the 4” PSE Fiber will be separated out into it’s own new item. Updated Proposal
Schedule D showing this revision will be included in Addendum 4.
8. Question: Bid Items 124 – Curb Ramp Type Perp B, and 127 – Curb Ramp Type Combo – I think the
quantities for these two bid items are switched. I see 1 ea type Perp B and 4 ea Type Combos.
Please advise.
Answer: This is correct. Bid item A124 Cement Conc. Curb Ramp, Type Perpendicular B, 1 EA
Bid item A127 Cement Conc. Curb Ramp, Type Combination, 4 EA. Revised bid item quantities to
be included in Addendum 4.
9. Question: Bid Item 129 – Decorative Concrete Finish – (Special Provisions page 250 – top 2
paragraphs) – The special provisions provide a generalized description of the “concrete acid stain”
and “sealer” for the decorative concrete finish item. To accurately bid this item we need either
the product name or a more complete and specific product specification. Please provide
additional information.
Answer: Due to federal funding on the project we are unable to specify a specific product or
brand. Spec section will be updated to provide additional performance spec in Addendum 4.
The updated concrete stain performance spec will read as follows:
Concrete stain shall be a penetrating, semi‐transparent, water‐based stain specifically formulated
to color concrete, or other cement‐based materials, by delivering ultra‐fine pigment to the
concrete surface, for exterior use. Color of stained concrete surface shall reveal a bluish‐green
color tone.
Concrete stains shall have the following characteristics:
• Low VOC water‐based formulation
• Stain application: pump sprayer, mop, stain/paint roller
• Apply top coat sealer with superior adhesion to stained concrete surfaces, 25% solids, durable
satin acrylic finish that is non‐yellowing and UV resistant.
Physical and Chemical Properties shall include the following:
• Flash Point > 93.3ºC (200ºF) ‐ TAG Closed Cup
• Physical State Liquid
• Solubility < 70%
• Volatiles < 70%
• VOC 0%

10. Question: Reviewing the plans for the Gateway Wall A & B (Bid Item ‐ A160) on plan Sheet 258,
there is a callout for a "Decorative Metal Sheath" at the end corners of each wall.
Each of the callouts on the elevation views and layout views reference the Decorative Metal
Sheath detail on the same sheet.
Even though the note states custom fit for the sheath, the detail for the sheath does not indicate
the dimensions for the aluminum plate required to fit the sheath at the corner. At the very least,
there is not enough information to determine how far past the corner in each direction the metal
sheath is to cover on the concrete. Can this information be provided prior to the bid?
Also, on Sheet 258 there is a note at the elevation view for both walls indicating "decorative
cutouts" on the metal sheath, and to see the detail for information. The detail for the sheath does
not give any indication as to what the metal cutouts are to be on each, nor the size or quantity. Is
there any way to preview the art work to get more accurate pricing prior to bid?
Answer: The decorative metal sheath wraps around the rounded (1’‐6” wide) wall ends which is
approximately 2’‐5” +/‐. Contractor should still verify on site for a more accurate measurement.
The height of the decorative metal sheath for each wall has a typical dimension 3” from the top
and bottom of the wall but will need to be field verified as well.
There are decorative metal sheaths for each wall end (4 total sheaths for 2 walls – A & B).
Please see images below from previous Rainier Ave project along the corridor for intended
“decorative cutouts” material and layout. Notice that the top of wall is level and the heights of
the sheaths vary due to the grade change across the span of the walls. As with any custom
installation like this, we expect the Contractor to submit shop drawings once they field verify the
wall conditions in order to custom fit the decorative metal sheaths.

11. Question: On the sanitary sewer mains that are now C900 PVC, will the 6” side services still be
SDR35(transition to SDR35 at the 8x6 tee)?
Answer: We are not currently planning for any C900 sewer pipe on the main line. Water service
lines have been raised where needed to provide 1.5’ clearance as part of the plan revisions in
Addendum 4, so the side sewer materials will not need to be determined by the mainline
material.
