The proposed building does comply with setback, landscaping and parking requirements of the manufacturing park district. Some discussion followed concerning access to the loading areas shown. REZONE APPLICATIONS (e) LORENSON, H. C. AND JENSEN, J. D. , APPL. NO. R-448-68 ; rezone from R-3 to B-1; property located on 132nd Avenue S.E . between. 4th Avenue N. and 6th Avenue N. (continued from February 28 , ' 1968) The Chairman described the rezone application. The Planning Director stated this portion of the application was continued from the February 1968 public hearing meeting in order to allow time for the applicant to present firm development plans to the Commission. ' Slides of the applicant' s proposed development plans were shown. Ross asked if the applicant had presented any evidence to substanti- ate the need for additional B-l ' zoning. The Planning Director stated the, applicant had been contacted by phone and letter, but to this time he has submitted no additional documents or plans other than those, submitted with the original: application. , Mr. J. David Jensen, the applicant, was present in the audience and stated he was willing to supply names of his clients who will be leasing and developing his property, but that Overlake Realty Com- pany, handling the project, was reluctant to release the names of these prospective clients as the contracts were still in the forma- tive stage and any premature release of information would be detri- mental to the dealings. Mr. Bob Knapp of Overlake Realty stated he was able to reveal that several California firms were involved, representing a supermarket chain, a drugstore and possibly a service station. Discussion followed concerning commercial development at the inter- section of 132nd Avenue S.E. and S.E. 128th Street and the immediate vicinity, including the possible need for additional right of way on 132nd Avenue S .E. Mr. Jensen stated he had deeded ten feet to the City previously in this area, but would be willing to deed additional right of way if needed. This matter will be researched. Renton Planning Commission Meeting May 22 , 1968 Minutes Page 6 As there were no further comments, it was moved by Stredicke, seconded by Denzer, that the hearing be closed. NO. R-454-68 ; rezone from G to R-3; property located vicinity SE corner Talbot Road and S. 180th Street (continued from April 24, 1968) The Chairman described the rezone application; the Planning Director pointed out the location of the property on the zoning map. The Planning Director stated this application had been continued for 30 days to allow time to review the right of way needs on Spring- brook Road and S. 180th Street. The Traffic Engineer has presented two plans for consideration; one short range and one long range. These plans were presented to the Commission for their information.. The long range development indicates the need for an additional ten feet of right of way on both sides of ,Springbrook Road, with an additional 20 feet of right of way on the south side of S. 180th Street. The Planning Director reviewed the existing and future needs re- garding vehicular traffic in the vicinity, particularly discussions with the County Traffic Engineer' s office, State Highway Department and County Planning Department. The Vista Green River Transportation Plan with projections to 1990 was also reviewed. Comments from the audience were invited. Mr. Gary Cornell, repre- senting the applicants , stated they would be willing to dedicate additional property for right of way purposes since it would serve their proposed development more adequately. As there were no additional comments, it was moved by Stredicke, seconded by Denzer, that the hearing be closed. Motion carried unanimously. Renton Planning Commission Meeting February 28, 1968 Agenda Page 4 Staff Comments : Property in question was previously platted in the county in 1943 for single family residential purposes with an average lot size of 6900 square feet. The area is predominately single family residential (although the Comprehensive Plan shows the area as multi-family residential ) . New homes are presently being constructed westerly of the proposed site. It is felt that the proposed rezone request, while in accord with the Comprehensive Plan, would have detrimental effects on the adjacent and surrounding properties . Petitions in opposition to the rezone request have been received. Commission Comments : Commission members felt the area was basically single family residential and that multi-family use would not be desirable in the area. Recommend denial . (Recommend zoning for area would be SR-1 , 7500 square foot lot area require- ment. ) (f) Harris, Charles & Minnie, Appl . Proposed Use--commercial and medium density multi-family residential Comprehensive Plan--commercial and medium density multi-family residential Staff Comments : The indicated purpose of the rezone request is to allow a better development of the property in question for a small shopping center. It is generally felt that in view of the plan submitted, such proposed development could be initiated without the additional zoning at this time. The applicant has indicated he feels justified in requesting additional business zoning comparable to that located westerly of his property which would permit a more reasonable use. The present rezone request is basically the same request originally presented to the Commission when the property was rezoned approximately one year ago and was cut back at that time to a combination of business and multiple residential zoning. Commission Comments: Commission members generally felt that additional information would be desirable to justify, the request. Most members felt that additional B-1 zoning in this area at this time was somewhat questionable. 5. ADMINISTRATIVE MATTERS: (a) Referrals from City Council (informational ) .
