Planning Director Ericksen designated the locations of the rezones on a wall map, it being noted that there had been no protest from residents of the single family area. The pending motion carried. Letter from the PBR Company appealed decision of Planning Commission at its public hearing meeting of June 26th in regard to Taco Time sign installation. Moved by Schellert, seconded by Perry, that July 22nd be set for hearing on the appeal. Discussion disclosed that the Commission had not denied the sign requested to be installed on top of the building but had determined that the presently existing non- conforming sign should be removed when the new one is installed. The pending motion carried. AUDIENCE COMMENT Mrs. Josephine Peterson commented regarding the poor acoustics in the Council Chamber with the noise from the fans,questioning whether the heat were the lesser of the evils. Mayor Custer reported checking for possible locations to meet in the summer months as directed by the Council and two possible locations had been considered however attention was called to City Clerk's report that it would take considerable time to revise the bid call, public hearing and other public notice forms which now read City Council Chambers as well as general notice to the public of the change. It was felt that by the time revisions could be made there would be just a few weeks until the new City Hall will be available and a month would not be time enough to warrant required revisions or pursuance of other locations. Mr. Richard Stredicke and Mr. Norman Ross, Planning Commission Members both spoke in regard to the need for sewers in connection with the proposed plats pending and the final plat adopted this evening and,inquiring regarding the progress of the City's Comprehensive master sewer plan,urged that the Council give consideration to initiation of trunk line provisions to eliminate the future need for double sewer expense to property owners. The preparation of the Comprehensive Master Sewer plan was discussed and its enormity insofar as implementation problems and 4 months preparation time is concerned. Possible mode of funding was noted along with fact that having the plan on paper does not help the present situation. During further discussion it was noted that the matter is in the Sanitation Com- mittee at present and that a report of progress on the plan will be presented in the near future . The applicants have indicated they would dedicate the necessary right of way required by the City of Renton. We would appreciate your pursuing this matter and preparing necessary papers to consummate such right of way dedication immediately prior to the submittal of these approvals to the City Council. The Planning Director stated this application had been continued for 30 days to allow time to review the right of way needs on Spring- brook Road and S. 180th Street. The Traffic Engineer has presented two plans for consideration; one short range and one long range. These plans were presented to the Commission for their information. The long range development indicates the need for an additional ten feet of right of way on both sides of Springbrook Road, with an additional 20 feet of right of way on the south side of S. 180th Street. The Planning Director reviewed the existing and future needs re- garding vehicular traffic in the vicinity, particularly discussions with the County Traffic Engineer' s office, State Highway Department and County Planning Department. The Vista Green River Transportation Plan with projections to 1990 was also reviewed. Comments from the audience were invited. Mr. Gary Cornell, repre- senting the applicants , stated they would be willing to dedicate additional property for right of way purposes since it would serve their proposed development more adequately. As there were no additional comments, it was moved by Stredicke, seconded by Denzer, that the hearing be closed. Motion carried unanimously. Photographs of Mr. Wood' s property submitted with his letter were passed around among the Planning Commission members. Comments from the audience were invited. Mr. Carter, 12618 - 88th} P1. S. , stated he had no objections particularly to the proposed apartment, but he objected to them only five feet from his property line . (Proposed plan indicates a 7-foot side yard for the apart- ment building. ) Mr. Carter was reminded that a single family home could be constructed five feet from his property line and could be ten feet higher than the proposed apartment structure. He said he understood this, but his statement still stood. Slides of the property under consideration were shown. Some dis- cussion followed concerning the off-site improvements that would be required. In response to comment from the audience, the difference between a rezone and a special permit was explained by the Chairman. Mr. George Lucker, representing the applicant, was present in the audience to answer any Commission questions. Stredicke asked about landscaping.. Mr. Lucker pointed out the various areas on his plan indicated for landscaping,. As there were no further comments , it was moved by Stredicke, seconded by Garrison, that the hearing be closed. Dr. Baird Bardarson spoke on behalf of the rezone request, stating that his development would be an attempt to meet the needs of doctors for clinics and office space in conjunction with the new Valley General Hospital immediately to the north. The Commission should establish definite lines of demarcation and determine policy as would apply to future rezone requests.
