ORDINANCENO.6085eligibilityforlow-incomerateshallbeadjustedeachcalendaryear,usingtheIncomeGuidelinesforKingCountyasprovidedannuallybytheU.S.DepartmentofHousingandUrbanDevelopment(HUD)orKingCounty’squalifyingincomecriteriaforaseniorcitizen/disabilitypropertytaxexemption,whicheverismorefavorable.Disposableincome,definedbyRCW84.36.383(5),includesallincomesourcesandamountsreceivedbytheowner,purchaserorrenter,his/herspouse/domesticpartnerandanyco-tenants.Anyhouseholdwithadisposableincomeofthirtypercent(30%)orlessofthemedianhouseholdincomeforKingCountyandqualifiedforasubsidypriortoMay31,2008,willbeeligibleforaseventy-fivepercent(75%)ratesubsidy.AllotherhouseholdswithanannualdisposableincomelessthanKingCounty’smaximumqualifyingincomeforaseniorcitizen/disabilitypropertytaxexemptionareeligibleforafiftypercent(50%)ratesubsidy.Forhouseholdswithmorethantwo(2)individuals,anadditionalfivethousanddollars($5,000)isaddedtotheincomethresholdperindividual.2.Low-IncomeDisabledCitizen:A“low-incomedisabledcitizen”isdefinedas:a)apersonqualifyingforspecialparkingprivilegesunderRCW46.19.010;b)ablindpersonasdefinedinRCW74.18.020;c)adisabled,handicapped,orincapacitatedpersonasdefinedunderanyotherexistingStateorFederalprogram;ord)apersononhomekidneydialysistreatmentwhoresidesinasingle-familydwellingthatisseparatelymeteredforwaterusage,eitherasowner,purchaserorrenter,withtheutilityaccountunderhis/hername,and6 ORDINANCENO.6085whosetotalcombinedhouseholdincomedoesnotexceedtheannualincomethresholdforeligibilityforlow-incomerate.3.Application:a.Apersonshallmeeteitheroftheaboverequirementstoqualifyforseniorcitizenanddisabledrate(s).EverysuchpersonshallfilewiththeUtilityBillingdivisionoftheCity,hisorheraffidavit,thathe/sheortheyarequalifiedtobechargedthespecialrateforsuchutilityserviceshereinstated.b.SuchstatementshallcontainsuchotherinformationastheUtilityBillingdivisionmayprescribe,includingbutnotlimitedtoaddress,ownershiporinterestinthedwellingoccupiedbysuchapplicant(s),amount,sourceandnatureofallhouseholdmembers’incomefromanyandallsources,proofofdisabilitystatusand/orage,togetherwiththeapplicant’sunqualifiedpromisetoforthwithnotifytheCityofanycircumstancesorchangeinconditionwhichwouldmaketheapplicant(s)ineligibletoreceivesaidspecialrate(s).TheUtilityBillingdivisionmayestablishrulesandproceduresforimplementingthisSection.4.Cow-IncomeRates:a.Seniorand/ordisabledcitizenswhoqualifiedunderRMC8-4-31.Cforlow-incomerates,areeligibleforthefollowingmonthlyrates:Low-IncomeSubsidizedRates2023Rates2024RatesQualifiedpriortoMay31,2008,75%subsidy$4.67$4.67includesninehundred(900)cubicfeetofwaterQualifyafterMay31,2008,50%subsidyincludes$9.34$9.34ninehundred(900)cubicfeetofwater7 ORDINANCENO.6085permonthfor2022,limitedtoninehundred(900)cubicfeetofwaterpermonth.Anywaterconsumptionoverninehundred(900)cubicfeetpermonthshallbechargedasprovidedinSubsectionsAandBofthisSection,exceptforthosepersonswhoqualifyunderhomekidneydialysis.Thesecustomersarelimitedtoonethousandsevenhundred(1,700)cubicfeetofwaterpermonthbeforeanyexcessischargedasprovidedinSubsectionsAandBofthisSection.c.Forallotherseniorcitizensand/ordisabledpersonswhoqualifyforlowincomeratesaccordingtothecriteriainsubsectionsC.1andC.2ofthisSectionafterMay31,200,theywillbeeligibleforafiftypercent(50%)subsidyonthechargesforwaterservicerelatingtosuchsinglefamilydwellinginwhichsucheligiblepersonorpersonspermanentlyreside.Thefiftypercent(50%)subsidywillapplytothebasicchargeandcommoditychargeonly.Thecommoditysubsidyislimitedtoninehundred(900)cubicfeetofwaterpermonth.Anywaterconsumptionoverninehundred(900)cubicfeetpermonthshallbechargedasprovidedinSubsectionsAandBofthisSection,exceptforthosepersonswhoqualifyunderhomekidneydialysis.Thesecustomersarelimitedtoonethousandsevenhundred(1,700)cubicfeetofwaterpermonthbeforeanyexcessischargedasprovidedinSubsectionsAandBofthisSection.5.Forthoseseniorcitizenssixty-one(61)yearsofageorolderand/ordisabledcitizens,whensuchseniorsand/ordisabledcitizensarenototherwiseeligibleforspecialratesaslow-incomeseniorsand/ordisabledcitizens,butwhoqualifyforpropertytaxexemptionpursuanttoRCW84.36.381(5)(a)andarenot9
