4485CITYOFRENTON,WASHINGTONRESOLUTIONNO.4485ARESOLUTIONOFTHECITYOFRENTON,WASHINGTON,ADOPTINGTHESOUTHKINGHOUSINGANDHOMELESSNESSPARTNERS2023WORKPLANAND2023OPERATINGBUDGETWHEREAS,onMay24,2019theCityofRentonenteredintoanInterlocalAgreement(ILA)with8othersouthKingCountycitiesandKingCountytoformtheSouthKingHousingandHomelessnessPartners(SKHHP);andWHEREAS,pursuanttotheInterlocalAgreement,eachparticipatingjurisdictionmustapproveSKHHP’sannualbudgetthatincludesanitemizationofallcategoriesofbudgetedexpensesanditemizationofeachParty’scontribution,includingin-kindservices;andWHEREAS,thepurposeoftheannualworkplanandbudgetistoprovidemanagementandbudgetguidance;andimplementtheoverarchingSKHHPgoalstoworktogetherandshareresourcestoincreasetheavailableoptionsforSouthKingCountyresidentstoaccessaffordablehousingandtopreservetheexistingaffordablehousingstock;and;WHEREAS,the2023workplanincludesfive(5)goalswithcorrespondingactionitemsthatfurtherSKHHP’smissionandaddressSKHHP’soverarchingobjectivestopromotesoundhousingpolicyandplanning,increaseaffordablehousinginvestment,andprovideoutreach,education,andadvocacyforSouthKingCounty’shousingneeds;and1 RESOLUTION2022-04—ATTACHMENTASKHHP2023WORKPLANPURPOSEEstablisha2023SKHHPworkplanandbudgetthatisshapedbymemberjurisdictions,isconsistentwiththeSKHHPInterlocalAgreement,andfurthersSKHHP’smission.BACKGROUNDEstablishedbyinterlocalagreement,SKHHPjurisdictionsworktogetherandshareresourcestoincreasetheavailableoptionsforSouthKingCountyresidentstoaccessaffordablehousingandpreservetheexistingaffordablehousingstock.The2023SKHHPworkplan,developedinconsultationwiththestaffworkgroupandAdvisoryBoard,buildsonworkdoneinpreviousyearstoestablishahousingcapitaltundthroughpooledpublicresources,increasephilanthropicandcorporateinvestmentthroughthecreationofaSKHHPfundraisingbranch,andestablishacommunityadvisoryboardtohelpgrounddecision-makingincommunityneedsandinterests.Theworkplanisorganizedintofivegoalsandcorrespondingactionitems.Eachactionisidentifiedbypriorityasfollows:•Critical—necessarytocarryouttheInterlocalAgreementorfullyimplementpreviouswork•Important—prioritybutnotnecessaryPrioritizationofactionitemsacknowledgesthatlullexecutionoftheworkplanrequiresSKHHPtobeatfullstaffcapacityandallowsforflexibilityandadaptabilitybasedonemergingissuesandopportunities.QuarterlybudgetandprogressreportsonthestatusoftheworkplanelementswillbesubmittedtotheSKHHPExecutiveBoardandthelegislativebodyofeachmemberjurisdictionasfollows:Quarter1:MayIQuarter2:August(Quarter3:NovemberIQuarter4:FebruaryInaccordancewiththeInterlocalAgreement,the2023SKHHPWorkPlanwillbeapprovedbythelegislativebodyofeachmemberjurisdictionandtheSKHHPExecutiveBoard.SKHHPMISSIONSouthKingCountyjurisdictionsworkingtogetherandsharingresourcestocreateacoordinated,comprehensive,andequitableapproachtoincreasinghousingstability,reducinghomelessness,andproducingandpreservingqualityaffordablehousinginSouthKingCounty.OBJECTIVES•HousingPolicyandPlanning.Sharetechnicalinformationandresourcestopromotesoundhousingpolicy•AffordableHousingInvestment.CoordinatepublicresourcestoattractgreaterprivateandpublicinvestmentforaffordablehousinginSouthKingCounty•Outreach,Education,andAdvocacy.ProvideaunifiedvoicetoadvocateforSouthKingCountyneedsatalocal,regional,andstatelevelsResolutionNo.2022-04Rev.2019August19,2022Page3017
