ENVIRONMENTAL IMPACTS In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. 1. Earth Impacts: Project construction will utilize trenching,jack and bore, and directional bore. Conduits will generally be placed on a level grade parallel to the surface,with only gradual changes in grade elevation. The cable will be placed with a minimum of 42 inches of cover. The maximum depth of the trench will be determined by the existing utility lines that the cable will cross. A backhoe or trencher will excavate a six-inch wide trench for the direct placement of the cable. The boring process for fiber optic cable involves boring machine placement of Black Iron Pipe to contain PVC or HDPE conduit, which encases the fiber optic cable. The cable would then be pulled through the casing at a later date. The Springbrook Creek crossing will be a directional bore with a minimum of seven feet below the plastic membrane on the bottom of the creek. Some vegetation will be disturbed during construction. It is anticipated that minimal brush removal will be required (blackberries, grasses, and small saplings), no large trees will be removed for this project. Restoration to pre-existing contours and replanting will be required upon completion of the project. Water Impacts: Portions of the project are located within the Aquifer Protection Area 1 and 2. The Aquifer Protection Ordinance includes standards regulating construction activities that occur in this area. These standards include, but are not limited to, restrictions on the storing and refueling of mechanical equipment and plans for handling of fuel spills. The applicant will need to comply with these regulations. The entire portion of the project within 200 feet of the Cedar River will be aerial and placed on existing PSE utility poles. The cable will be hung approximately 24 feet above ground level. The portion of the project within the Springbrook Creek will be placed via directional bore. Bore pits will be located 222 feet east and 318 feet west of the centerline of the creek. Boring depth will be approximately 25 feet below the surface, with a minimum depth of 7 feet below the plastic membrane on the bottom of the creek. The applicant has submitted an application for a Shoreline Substantial Development Permit, which will be issued separately. The applicant has acknowledged that they will be working in sensitive area and will need to take appropriate steps to ensure that the do not adversely impact these water bodies. No adverse impacts to water quality are anticipated from the proposed project. Mitigation Measures: No mitigation is required. Nexus: N/A 3. Transportation: Impacts: The project will begin upon issuance of permits and is expected to take approximately 1 month to complete. RCM 4-4-030(C2)restricts haul hours to between 8:30 a.m. and 3:30 p.m. Monday through Friday unless otherwise approved in advance by the Development Services Division. No special hours are proposed for construction or hauling. Because portions of the project will take place within road right-of-way, minor disruption of traffic flow is expected at times. Bore pits will be located off-street whenever possible, no driveways or intersections are expected to be blocked during construction. Bore pits and trenches will be covered when not in use. Required traffic control measures include cones, signs and flaggers. Traffic control plans will be required with the construction permit. Mitigation Measures: No mitigation is required. Nexus: N/A E. In addition to the diversity, this cable will be terminated at a high-speed digital switch,presently being placed at Maple Avenue SW in Renton. The project is 9.2 miles in length with the installation of 4 each 2 inch High Density Polyethylene (HDPE) ducts and one fiber cable in one the ducts. Inclusive in the 9.2 miles will be fiber optic cable placed on existing Puget Sound Energy poles. Project construction will utilize trenching, jack and bore, and mini-directional or directional bore. Conduits will generally be placed on a level grade parallel to the surface, with only gradual changes in grade elevation. The cable will be placed with a minimum of 42 inches of cover. A backhoe or trencher will excavate a six-inch wide trench for direct placement of the cable. The boring process for fiber optic placement involves boring machine installation of Black Iron Pipe to contain PVC or HDPE conduit, which encases the fiber optic cable. The cable would then be pulled through the casing at a later date. The Springbrook Creek crossing will be a directional bore with a minimum of seven feet below the plastic membrane on the bottom of the creek. (See attached Site Plan) Post-construction contours will match in-situ contours. When required by the governing body, extracted materials will be disposed of in an area designated by the governing body. Replacement fill, when required, will be clean, earthen fill, or backfill as specified by the City of Renton Public Works. No new improvements will be required such as sidewalks, driveways,etc. Any improvements such as curbs and gutters damaged during construction will be repaired to City of Renton Public Works specifications. Some vegetation will be disturbed during construction. Landscaping areas will be replanted, irrigation systems repaired(if damaged),and bark dust replaced. Existing improvements include curb, gutter, traffic signals, water, sewer, and electric lines. • Special site features (i.e. wetlands, water bodies, steep slopes); Springbrook Creek flows through the area in a north-south direction. The creek will be bored underneath at a minimum depth of seven feet. Approximate November 10, 2000 start date, and a completion date of December 10, 2000. • Hours of operation; The general hours of operation will be from 0700 to 1800. The following comments on development and permitting issues are based on the pre-application submittals made to the City of Renton by the applicant. Although every attempt is made to ensure that these comments are complete, a more thorough examination of the project at the time of application submittal may reveal additional issues that may alter these comments or require additional information. 1. General: The proposal is to split a larger Fiber Optic loop to provide additional diverse routes to mitigate for uncontrolled service interruptions. All construction is proposed within existing road and railroad right-of-way. The cable will be terminated at a high-speed digital switch presently being placed at the MCI facility at 1425 Maple Avenue SW. The project would place new fiber optic cable along a 9.2-mile route with some sections being aerial and other sections being placed underground via directional bore. Placement of four 2- inch High-Density PolyEthylene ducts are proposed for the underground sections, with one duct containing the fiber-optic cable at this time., The aerial sections would consist of a single 0.8-inch diameter fiber optic cable utilizing existing PSE poles. The proposed route of construction will run from 148th Avenue SE along NE 4th and 3rd Streets to the Burlington Northern Santa Fe Railroad (BNSF) right-of-way. The route continues in a southwest direction along the BNSF right-of-way, then onto the 10th Street SW, Lind Avenue, Grady Way, Maple Avenue SW, and SW 16th Street rights-of-way until reaching Monster Road SW. All disturbed areas will be restored and/or revegetated. The proposal is considered a large utility as defined in the Zoning Code, since it is a large- scale facility serving the entire City or region. You may wish to more clearly define the scope of the improvements to see if the proposal would meet the definition of a medium utily. 2. Environmental Review: The proposal requires SEPA Environmental Review unless this has been addressed on a regional basis with another jurisdiction as lead agency. If so, the Pre-App 00-83.doc\ . g ti I formal application will need to include a copy of the Threshold Determination made by the agency. Shoreline Substantial Development Permit: The proposed route of the project is within 200 feet of Springbrook Creek, which is a designated shoreline of the City and regulated under Shoreline Master Program. The project will require a Shoreline Substantial Development Permit. This portion of the Springbrook shoreline is designated Urban Environment. A likely ,requirement of the shoreline permit would be over-sizing of the conduit under the creek to allow for future use of this corridor either by MCI or lease to other providers. 4. Permit Requirements: The proposal would require Environmental (SEPA) Review, a Shoreline Substantial Development permit. The review process would be completed in an estimated time frame of 8 to 12 weeks once a complete application is accepted and assuming no appeals are filed. The application fee would be $1,500 ($1,000 for Environmental review and $500 for the Shorelines review), plus $.33 per mailing label required for notification to all property owners within 300 feet of the site. Once a decision is issued on the Shoreline Substantial Development Permit, it is sent to the Department of Ecology and is followed by a 30-day appeal period. A franchise agreement is required if MCI is intending on serving customers within the City of Renton. Construction permits are necessary for work within the right-of-way. All new utilities are required to be underground.
